Concrete Walkways & Sidewalks in Kokomo

In Kokomo, the sidewalk in front of your house is yours to fix, even though it sits in the city's right-of-way. The good news: the city will pay half under its sidewalk program, and all of a corner ramp.

"Sidewalk maintenance and repair is always the responsibility of the property owner." City of Kokomo, Engineering Department

Who Pays for Concrete Sidewalk Repair in Kokomo?

The owner of the property next to the walk. City code (§97.06) also makes it the owner's job to notify the Board of Public Works of "any damage, defects, or obstructions to the sidewalk." In practice that matters when someone trips: a lifted panel in front of your house is your problem to fix.

The city's Sidewalk Rehabilitation Program softens that:

  • 50% city share, based on "the lowest of three bids."
  • Block program: needs a petition from 60% of the owners on the block.
  • Individual 50/50: you gather quotes from three contractors; the city approves the project and gets a signed contract before work starts.
  • 100% city-paid: handicap ramps, alley crossings, and the long side of corner lots.
  • Full payment for some owners: low-to-moderate income owner-occupants may qualify.

Program details are the city's to set and can change; Engineering is at 765-456-7400.

The 50/50 Sidewalk Program, Step by Step

  1. Call City Engineering about the sidewalk

Ask whether your block has a petition going or whether you'll apply on your own.

  2. Get three sidewalk bids

The city's share is based on the lowest. Ask us for one of the three, and compare them panel for panel.

  3. City approval and contract

Nothing gets poured before the city approves the project and has the signed contract.

  4. Permit and locate

Driveway/Sidewalk Permit from City Hall, Indiana 811 locate at least two full working days before digging.

  5. Tear-out and form inspection

Old panels removed to the nearest joint, forms set, and the city inspects the forms before the pour.

  6. Pour, cure, final

Class A concrete, broom finish, at least 72 hours of curing, then the final inspection.

None or one: seal the cracks and keep an eye on it.

Two or three: some panels need lifting or replacing, and that's when to ask about the city program.

Four or five: plan a replacement run, ideally with your neighbors on a block petition.

Concrete Sidewalk Repair: Seal, Lift or Replace?

Sidewalk crack repair (routing and sealing) is worth it for cracks that stay tight and level. It keeps water and salt out of the base.

Lifting fixes a panel that dropped in one piece, usually at a driveway or near a downspout. It's a fraction of the cost of replacement; see sidewalk leveling.

Replacement is for broken, heaved or root-lifted panels. The city's handbook has concrete removed "to the nearest control joint," so you pay for whole panels, not just the broken corner.

Why the 1/2-inch line? INDOT's sidewalk spec, which Kokomo uses, caps vertical surface discontinuities at 1/2 inch. Anything more is a trip edge by the book. Isolated chips, spalls and broken step edges are concrete repair work.

Cement Sidewalk Specs the City Inspects

The City of Kokomo's right-of-way handbook points concrete work to INDOT's Standard Specifications. For a public sidewalk, these are the numbers an inspector checks:

Plan view of a Kokomo public sidewalk Looking down on a lawn, a public sidewalk of square panels, a grass strip, the curb and the street. A driveway crosses the walk, a utility pole sits at the walk edge, and a curb ramp with detectable warnings leads to the street at the corner. lawn (your property) driveway grass strip street 1 2 3 4 5 6
  1. 4 inches thick, Class A concrete. The city handbook and INDOT 604.05 set the thickness; Class A means at least 6 bags of cement per cubic yard and 6.5% ±1.5% air. Curing runs at least 72 hours.
  2. 6 inches across a driveway, or the drive's own depth if that's greater. The panels where cars cross get poured thicker than the rest of the walk.
  3. Cross slope: 2% maximum. Enough to shed water toward the street, not so much that a wheelchair or stroller drifts.
  4. Trip edge: 1/2 inch maximum. INDOT caps vertical surface discontinuities at 1/2 inch. Anything taller at a joint or crack is a trip edge by the book.
  5. 4.0 feet of clear width at poles, with preformed 1/2-inch joint filler between the walk and fixed structures like poles and steps. Edges get a 1/4-inch radius.
  6. Curb ramps: 8.33% maximum running slope, with detectable warnings (truncated domes) across the full ramp width. Under the city program, ramps are 100% city-paid.

One more city rule: after utility or excavation work, sidewalks are to be replaced within 15 days of backfilling.

Front Walkways and Concrete Walkway Repair on Private Property

The walk from your driveway to the front door isn't in the right-of-way, so the city program doesn't cover it, but the same rules make it last: a stone base, a slight cross slope so water sheds, joints at about the walk's width, and air-entrained concrete with a broom finish for winter traction.

Width is a comfort choice: 3 feet works for one person, 4 feet lets two walk side by side and fits a snow blower. Where the walk meets the stoop, an isolation joint keeps the two from cracking each other as the stoop settles. If the walk crosses or meets the driveway, plan both together; see concrete driveways.

Concrete Sidewalk Cost in Kokomo

National guides put a new concrete walkway at $8 to $12 per square foot. On a public walk under the city's program, your share is half of the lowest of three bids, and corner ramps and alley crossings can cost you nothing.

Sidewalk jobs are small, so a minimum charge applies. Doing several neighbors' panels in one trip is the single best way to bring the per-panel price down, which is the point of the city's block petition.

Kokomo Sidewalk and Walkway Questions

Who is responsible for the sidewalk in front of my house in Kokomo?

You are. The City of Kokomo states that "sidewalk maintenance and repair is always the responsibility of the property owner," and city code asks owners to notify the Board of Public Works of damage or defects. The city does share the cost through its Sidewalk Rehabilitation Program.

How does the Kokomo 50/50 sidewalk program work?

The city pays 50% of the cost from the lowest of three bids. There's a block-wide version that needs a petition signed by 60% of the owners on the block, and an individual version where you collect quotes from three contractors yourself. The city has to approve the project and receive a signed contract before work starts. Handicap ramps, alley crossings and the long side of corner lots can be paid 100% by the city, and low-to-moderate income owner-occupants may qualify for full payment. Call Engineering at 765-456-7400 to start.

Do I need a permit to replace a sidewalk?

Yes. Kokomo's permit page lists a Driveway/Sidewalk Permit for installing or replacing a sidewalk, and a public walk is in the city right-of-way, where the forms are inspected before any concrete is poured. Walks that involve a curb cut also need a right-of-way permit, applied for 5 working days ahead.

How thick is a Kokomo sidewalk?

Four inches for a standard sidewalk. Where the walk crosses a driveway it's 6 inches, or as deep as the existing drive if that's thicker. Both figures come from the city's right-of-way handbook and the INDOT specification it follows.

Can a raised sidewalk panel just be ground down?

A small lip can be ground or cut to remove the trip edge, which is a cheap fix for a slight offset. A panel that sank or tipped is usually better lifted back level, and one that's broken or heaved by a root gets replaced.
